He has also served on the Franklin County Board of Education. He served on the Winchester City Council from 1982-1989 before being elected to his first term as mayor in 1999. He also continues to operate Stewart Aluminum Products, a family business which has existed for over forty years. He has operated his present agency, Richard Stewart Insurance Agency, since 1998. Over the next thirteen years Richard continued his teaching and coaching career at North Junior High and later at Franklin County High School in Winchester.
